There are lots of other people working on it, but they are not going to say it because Denuvo could track their work and use it to upgrade their versions. Also there is one guy called Mkdev who is working on Tomb Raider and he has got the launcher to open then the game itself but the game crashes instantly which is more than 3dm have done for it most likely.

I'm also a pretty big fan of denuvo so far as I'm ok with any DRM that is completely invisible to the legit customer. Ideally every game would have 100% uncrackable DRM that has 0% impact on the paying customer.
I remember losing access to my games becuase of old DRM and that doesn't happen anymore.
